One dies in road mishap

ITANAGAR,  Apr 29: A bike rider  died and his co-rider received severe injuries in a tragic road accident  on NH 52-A  here  late this evening. Police rushed to the spot and evacuated both the dead and the injured to the nearby R K Mission hospital, according to sources.  

The accident occurred when a Tata sumo collided head on with the bike near IDBI bank Itanagar around 10 pm today.

The body was handed over to the relatives, sources said. The details are awaited.

 

Boy dies after electrocution

ITANAGAR, Apr 29:  A 16-year-old school boy died due to electrocution at Molo village near Kaying in West Siang district on April 23 last, informed Assembly Youth President of 32 Rumgong Constituency in a release.

The boy was reportedly electrocuted to death while he was passing close to an unprotected power transformer.

While blaming negligence and carelessness of the power department for the tragic incident, the society and family members have demanded the power department to pay compensation to the victim’s family within 15 days.

According to the release, the transformer was still running in an unprotected condition.

 

Taba Tath Memorial Football Championship

Rajnivas FC, PUFC win, MSC held by BSC

ITANAGAR, Apr 29: Model Sporting Club (MSC) and BSC played out 2-2 draw in today’s first match of the 2nd Taba Tath Memorial Football Championship at Don Bosco School Playground, Jollang near here.

Hali Sonam and Taba Taram scored a goal each in both halves for MSC while Phasang Tarang and Tajo Sampa were the scorers of BSC.

The 2nd match Rajnivas FC beat Chimpu FC by 4-0. Toko Poliam netted three goals and Dare Takar 1.

The 3rd match was played between PUFC and JJBFC in which the former defeated the latter by 3-1 goal.

Topon Borah scored 2 goals while Taying Abu 1 goal for PUFC. The consolation goal for JJBFC was scored by Michi Goben, according to organizing committee release.

 

Negligence caused death, alleges ABWS

ITANAGAR, Apr 29: The All Bori Welfare Society (ABWS) has condemned the incident wherein a 16 year old boy  namely Tani Taring died of electrocution at Mollo village of West Siang district on April 23 last.

In a release while informing that similar kind of situation had occurred last year also when the former ASM of Kaying village died, it alleged that the situation arose due to the negligence of the power department.

The area where the main transformer is set, is not properly fenced, neither is it marked with the danger sign which is totally unsafe for public as well as animals, it claimed.

Meanwhile, the society has appealed the power department to provide compensation to the victim’s family and also to provide proper fencing for the main transformers at Ruo, Dupu, Yio, Payum, Bogu, Reying, Pame and Mollo villages so that these kind of situations can be averted.

 

First ever general body meeting of SCA held

ITANAGAR, Apr 29: The first general body meeting of Sahodaya complex Arunachal (SCA) was held at Royal International School yesterday. Altogether 22 CBSE affiliated schools of Arunachal Pradesh were represented by their respective principals. Henry David, Principal, Royal International School also president of SCA while welcoming the principals of various affiliated schools called upon everyone to extend complete co-operation to make SCA a strong body.  Ivan J F Vas, principal, DPS Itanagar, Secretary of the SCA presented the report of various activities conducted during session 2012-13. In the annual action plan it was decided to have common exam dates among member schools, Science exhibition, workshop and CCE training for teachers.

Sahodaya School of complex is a group of neighborhood schools voluntarily coming to share their innovative practices in all aspects of school education including curriculum design, evaluation, and pedagogy and also providing support services for teachers and students. The concept is developed by the Central Board of Secondary Education (CBSE) New Delhi in 1986. It came into existence to facilitate synergy of ideas among the school of CBSE, for excellence in education.

 

Allegation refuted

ITANAGAR, Apr 29: Reacting to the news item under heading “Keep strict vigil on refugees, AAPSU to DA,” which appeared on April 26 issue of this daily, the person whose candidature for the ensuing panchayat election was reportedly rejected for his alleged non-Indian/Arunachalee identity as claimed by AAPSU, has clarified that he is not a Tibetan refugee but a bonafide citizen of India and an indigenous Arunachal tribal belonging to Monpa tribe.

Armed with supporting papers and documents like Schedule Tribe Certificate, Election Voter Identity Card, Family Tree Chart, Permanent Resident Certificate and Inquiry Report on Scheduled Tribes Certificate etc, the person in a release claimed that his family members have been serving the Sera Village Panchayat in different capacity for the last two generations. “My mother late Dorjee Lhamu was a Gram Panchayat Member, my younger brother Nima Dondup was GPM Chairman and my second younger brother Lobsang Samdrup also served as Gram Panchayat Member. I myself contested on BJP ticket from Sera Anchal Segment during the last Panchayat Election and there had been no objection whatsoever,” the release said.

He claimed that his candidature for Sera Anchal Segment on INC ticket was rejected by the Returning Officer not because he was a Tibetan Refugee but due to error in spelling of his father’s name in the nomination paper.

“The allegation has damaged not only my reputation but also the image of national political party INC,” the release added.

Annual plan for Arunachal fixed

at Rs 3700 crore

NEW DELHI, Apr 29: The annual plan size for the State of Arunachal Pradesh for 2013-14 has been fixed at Rs. 3,700 Crore which includes Rs. 3,177 Cr of Central Assistance. This was finalized at the meeting held between Deputy Chairman Planning Commission Montek Singh Ahluwalia and Chief Minister Nabam Tuki at the Planning Commission here today in presence of all full time members of the Planning Commission.

The Chief Minister was accompanied by Minister (Planning and Finance) Chowna Mein, Minister (Agriculture and Horticulture) Setong Sena, Minister (Education) Bosiram Siram, Deputy Chairman SPB Takar Marde, Parliamentary Secretary Planning Nabam Rebia and Principal Advisor to CM T. Norbu.

The Chief Minister made a case for the State before the Commission for higher funding for identified priority sectors in the State which include agriculture & horticulture, hydropower, health, education and skill development. He also focussed on the various steps taken by the State Government for enhancing both tax and non-tax revenue and the governance reforms undertaken.

Planning Minister Chowna Mein highlighted the various new programs announced by the State Government in its budget for 2013-14.

A team of officers comprising Development Commissioner Ramesh Negi, Commissioner to Chief Minister C.B. Kumar, Secretary Health Indira Mallo Jain, Secretary Planning Ankur Garg, Secretary Tourism Sonam Chombay and other departmental secretaries under the chairmanship of Chief Secretary H. K. Paliwal also accompanied the Chief Minister. Also present were Social Welfare Secretary Belatee Pertin, Rural Development Secretary B R Babu and Power Secretary S K Saxena. A power point presentation, highlighting the performance of the State, its thrust areas, performance of flagship schemes and the status of PM Package projects was made by Paliwal and Garg. The approved Plan size is almost 17.44% increase over last year’s revised outlay of Rs. 3010.0 Cr. The increase has been made possible as the State has shown an average annual growth rate of 9.4% over the 11th five Year Plan period as compared to the national average growth rate of 7.9%. The actual expenditure during the 11th Five year Plan was 137% of the initially agreed outlay. (Media cell, CMO)

 

 

Delay of fund release under ICDS irk officials

RUKSIN, Apr 29: Inordinate delay in release of second installment of fund for construction of Anganwadi Building under Integrated Child Development Scheme (ICDS) has irked officials of the department in East Siang district.

It is pertaining to mention here that the Arunachal Government (Dept. of Social Welfare, Women and Child Development) vide letter no. WCD-57/2007 (BS)/AWB dated 20th May, 2010 has sanctioned  Rs 7,03,50,000 as first installment for completion of construction of 804 Anganwadi building under ICDS project in the state @ Rs 87,500 per building as total expenditure cost of a building was Rs 1,75,000.

The department approved construction of as many as 154 new Anganwadi Buildings in four ICDS projects under East Siang district. As such, the allotment for construction of such building was-- 53 in Pasighat, 46 in Mebo, 24 in Riga and 31 in Ruksin ICDS project.

Officials said that the new Anganwadi buildings have already been constructed by the contractors concerned as the authority released the first installment fund in time. But, the authority is yet to release the second installment, which is creating problem in handing and taking over process.

The Child Development Project Officer (CDPO) of Ruksin has expressed strong dissatisfaction over inordinate delay in releasing of the remaining amount. She informed that her office had received the first installment fund @ Rs 54,400 per building, which has already been spent. “Construction of 31 such building in different villages under Ruksin project is already completed, but the bills are yet to be cleared. Some irritated contractors are keeping the new buildings in their custody, because they are not paid the remaining amount against the construction cost”, the CDPO lamented.

 

 

SEC orders thorough enquiry

ITANAGAR, Apr 29: The Arunachal Pradesh State Election Commissioner (SEC) in an order to Kurung Kumey DC cum DEO (Panchayati Raj election) has urged him to conduct thorough independent and impartial enquiry into the veracity of the complaint that a election candidate Tadar Yarang (Tarak Yarang) is a government employee. The findings of the enquiry shall be communicated to the Commission by the District Election Officer within a week, the SEC said in its order dated April 28 last.

“Vide powers vested in the Commission by Article 243(K), it is also directed in the interest of the purity of the election, the Return Certificate for the 6- Nyapin Zilla Parishad constituency shall be withheld till 20th May 2013,  21st May 2013 being the date for declaration of results in all constituencies after counting of votes,” the  order read.

While responding to a complaint lodged by one Gyamar Deriang that candidate Tadar Yarang (Tarak Yarang) is a government employee, the State Election Commission earlier had  sought a report in this regard from Kurung Kumey DEO. Accordingly the DEO vide his letter No  KK/PR/COMP-NYP/2013 Dated 27th April revealed that the only candidate from the 6- Nyapin Zilla Parishad constituency, Tadar Yarang alias Tarak Yarang is a government servant as her name appears on the acquittance roll of the Kurung Kumey Electrical Division, Sangram, Department of Power.

The Section 57 (d) of the Arunachal Pradesh Panchayat Raj Act, 1997 stated that a government servant is disqualified for being chosen as, and for being a member of the Gram Panchayat, Anchal Samiti and Zilla Parishad and if the candidate Tadar Yarang alias Tarak Yarang is the same person and actually a government servant, who is the only candidate for the 6- Nyapin Zilla Parishad constituency for Panchayati Raj Institutions, she will be returned uncontested after the time for withdrawal of nominations, thus completely vitiating the election process,  the SEC  observed.

Therefore, it is directed in the interest of the purity of the election, the Return Certificate for the 6- Nyapin Zilla Parishad Constituency shall be withheld till 20th May 2013,  21st May 2013 being the date for declaration of results in all constituencies after counting of votes.

 

 

International student exchange program conducted at DPVB

ITANAGAr, Apr 29: International Youth Fellowship, Korea conducted a three days workshop from April 24 to 26 at DPVB in order to build greater understanding and cultural bonding among the youths of different backgrounds.

The students experienced a whole new world from the Korean University students who came along with their IYF Regional Director, Hyeon Yong Choi and two Naga brothers.

During the workshop, the students were exposed to a new culture, ideas and mindset.  The program included activities like Korean Language class, IYF Dance, Toekwondo and mind lecture.

IYF Regional Director, Hyeon Yong Choi in his mind lecture encouraged the students to have an open heart and learn from each other. He also emphasized that in order to be a leader of the next generation, it is very important to have a strong and humble mindset.  

IYF’s aim is to teach how to have a strong mindset by giving and showing practical experiences and demonstrations.

The Regional Director of IYF also invited the students to take part in the IYF World Camp at South Korea to be held from July 6 to 28.

 

 

Poll preparedness reviewed

BOMDILA, Apr 29: The process for the successful conduct of the Panchayat elections in the West Kameng gained momentum with the co-ordination meeting of the Police, ROs and AROs / Administrative Officers under the chairmanship of DC cum District Election Officer (PR) the day before. Security arrangements, Movement plan and other election related matters were the thrust points dwelt upon.

Deputy commissioner cum district election officer AK Singh briefing the pre-poll arrangements took up the issues of enforcement of model code of conduct, executive orders, ballot papers, polling materials, training of polling personnel, transportation, establishment of control room, appointment of sector magistrates, deployment of police / security personnel, retrieval of polling teams, setting up of counting centre, additional WT stations at strategic and trouble prone areas, videography of critical events,  regular checking of vehicles, conduct of meetings with political parties and candidates etc.  Underscoring the importance of the nature of duty,  Singh urged for the whole-hearted cooperation from all concerned and exhorted them to discharge their duties with utmost sincerity, dedication and above all impartially.

Superintendent of Police Nupur Prasad briefed on the Police preparedness for the Panchayat polls in the district. She also informed of the setting up of the temporary Police Out-post at Palizi where frequent law and order problems are being faced. She asked the administrative officers to identify suitable buildings in their jurisdiction to set up temporary jails to house the detainees / trouble shooters who create problems on the day of the poll. Directing the police officers for intensified checking of ILPs, the SP informed the house that additional forces have been provided for the district and if need be, they would be retained to deal with the post-poll violence, if any.

Meanwhile, a series of executive orders have been issued in the district banning carrying of licensed arms and other lethal weapons, deposit of arms at the local police stations, promulgation of dry days, prohibition on slaughter of mithun/ pig and other animals except under exceptional circumstances, regulations on use of loudspeakers, prohibitory orders on defacement of properties etc. DIPRO

 

 

NCP  flays Cong, demands apology

ITANAGAR, Apr 29: Nationalist Congress Party (NCP), Arunachal Pradesh unit has demanded the INC party leadership to take full responsibility and an unconditional apology for the loss of a precious life (of Bengia Tamang) at Koloriang on April 25.

“Had the party leadership at the behest of the local MLA not constituted two contradictory Ticket Distribution Committees the ugly scene of open clash within the premises of Returning Officer leading to death of an innocent life would not have occurred,” NCP state president Kahfa Bengia claimed in a release.

Bengia further urged AICC President Sonia Gandhi to constitute a High Power Committee to unearth the truth and punish the guilty involved in the incident.

Drawing the attention of CM Nabam Tuki and State President Mukut Mithi,  Bengia appealed for immediate cancellation of the party ticket and allow the Dummy Independent candidates of both the groups to contest the election.

“Such a step shall not only diffuse the tense situation but will heal the wound done to the aggrieved,”, the NPC state president opined.

Expressing shock and grief, Bengia urged the State Govt. to announce a compensation package to the victim’s family and also initiate adequate security measures to see that the situation do not go out of hand in the District.

Appealing to all Bengia Clan brothers to maintain calm and patience, he further appealed to not politicize the unfortunate incident.

 

 

Ruksin sub-division preparing for panchayat poll

RUKSIN, Apr 29: Ruksin Sub-division under East Siang district is preparing to conduct panchayat poll scheduled on May16 in its three Anchal blocks, namely Ruksin, Bilat and Silley-Oyan.

Sub-divisional Officer cum Returning Officer of Ruksin, Y Tayeng informed that the poll processes including scrutiny of nomination papers of candidates and withdrawal of candidature has been completed this evening. As such, after the last date of withdrawal of valid nomination paper today, the total number of contesting candidates in three Anchal Blocks is reduced to 228. Out of the total candidates, 6 are contesting for ZPM, 64 for ASM and rest 158 for Gram Panchayat Member (GPM).

The Sub-divisional administration of Ruksin will conduct panchayat poll for electing three ZPMs, 35 ASMs and 134 GP Members in all three Anchal Blocks falling under the Sub-division.

As many as 10,695 electorates, including 5,024 males and 5,671 female will exercise their franchise in 23 Polling Stations (PS) to elect their PRI members. Ruksin block has 7 PS, while each Bilat and Sille-Oyan blocks have 7 PS.

Election office sources informed that there are a total of 60 unopposed candidates-- 4 ASM and 56 GPM. The unopposed ASM seats are Rayang-I, Rayang-II, Ruksin (under Ruksin block) and Baromile under Sille-Oyan block. No unopposed candidate has been reported in Bilat block under the sub-division.

The Ruksin block has 10 Gram Panchayats (ASM seats). The number of GP in Bilat and Sille-Oyan blocks is 12 and 13 respectively. Ruksin block alone has recorded 24 unopposed candidates. On the other hand, Sille-Oyan block has recorded highest number of contestants in the ensuing panchayat poll. As many as 91 candidates are contesting in the block against a ZPM, 12 ASM and 33 GPM posts. The unopposed candidate in the block is 22.

The RO has urged the political parties and other independent contestants to adhere the election code of conduct during their poll activities. He also sought cooperation from every corner to conduct the panchayat election in the sub-division successfully.

 

 

Arunachal  team to participate in 3rd Shito-Ryu Seiko Kai Asia Cup Karate-do Championship

ITANAGAR, Apr 29: Arunachal Shito-Ryu Karate players left here today evening for New Delhi to participate in the 3rd Shito-Ryu Seiko Kai Asia Cup Karate-do Championship organized by Shito-Ryu Seiko Kai India at Talkatora Indoor Stadium New Delhi from May 3 to 5.

However, the team will have to participate in a selection round to select the Indian team for the Championship, according to an Arunachal Shito-Ryu Karate Association release.

Army conduct health camp for rural children

WAKRO, Apr 29: Rural Arunachalee children were delighted to receive Vineeta Sahni, President, Army Wives Welfare Association of 3 Corps during her visit to the health camp  organized by the Lohit brigade for rural Wakro children.

Capt Ankur Garg and Dr Uttara Namshum conducted the health check up of the school children while Capt Pramod Kumar and his team conducted dental check up.

Witnessing an impressive cultural program by the Apnes, Ms Sahni appreciated ASSET for rendering dedicated services to the people of remote areas.

Pradnya Ambre, Convenor, DAO, FWO from the 2 Mountain division of the Army interacted with Apne Amilu and Apne Apyailu Mam. Ms Pradnya assured that the care for education of girls will be continued.

Thanking the visiting dignitaries Manju Ama said that this was the first ever visit from 3 Corps of the Indian Army to rural Wakro and further said that such encouragement will do wonders in promoting rural educational efforts in rural Arunachal. Ms Vineeta and Ms Ambre also gifted books and writing materials to three hundred school children in Wakro.

Conveying gratitude the Chairman ASSET informed the Commander Lohit Brigade that free education will be provided to a rural child to commemorate the visit of the ladies of 3 Corps and the 2 Mountain Division.

ASSET thanked Brig Rajwant Singh, SM, Commander 82 Mountain Brigade for the kind gesture and further conveyed that Mst Sajimso Chaitom will be provided free education till he completes elementary level education. Sajimso was recommended for free education by Dr Sotutlum Nayil, Member of Arunachal Pradesh Doctors Association. Dr Nayil informed that the child with two more siblings lost his father recently and that the mother who is also mostly keeping bad health will find it difficult to educate the children. The child will be sponsored free education under Maiyya Shanta Scheme. Binod Saharia, corporate leader from Assam assured to render all necessary assistance to ASSET for the child.

Brig Rajwant Singh appreciated ASSET and guided all present to upkeep the tradition of selfless service. He further said that the Army is not supporting a person or an institution but the Army is supporting the cause of dedicated service to the society and public welfare. ASSET also presented books by His Holiness Swami Sri Sri Anubhavanandaji and the book “beautiful country” Stories From Another India by Dr Syeda Hameed and Gunjan Veda to the visiting dignitaries to mark the occasion. Waiting for the Wind of Change to blow

Literally, over here, it’s only ‘words’ that dreams are made of.  If only ‘words’ were enough to quell the hunger and actualize the simple dreams - suffering wouldn’t had been a regular routine and surviving, that challenging and complicated. As words aren’t enough, dreams demises as easily as it blooms in our land of smiling tribes and splendid cultures.

The aging days knows, the exemplary theory of ‘negligence’ adopted as a defensive mechanism by our state government to deal with intricate issues has proven to be disastrous time and again. Despite that its implementation while confronting a delicate matter has become a common practise of our government. Thus, it wasn’t at all shocking to know that the state government despite pledging ‘source for earning livelihood’ to the surrendered population abstained from fulfilling it. The only regrettable outcome of the episode was that it allowed the crestfallen frown to triumph over the confidence and genuine efforts of the surrendered youths.

The surrendered youths, jeopardizing everything, in search of a dignified life, dared to come forward by giving up ‘arms’ and at present viewing their pauperic existence, one can easily evaluate the drastic failure of our government in fulfilling their part of the bargain - to confer rehabilitation packages to the surrendered militants.  

The state of Arunachal Pradesh is the only North Eastern state, where despite three of its districts – Changlang, Tirap and Longding being declared as ‘Disturbed Area’ and languishing under the ‘Armed Force Special Power Act’, doesn’t possess ‘Surrender Policy’ to ascertain the surrendered youths a dignified start for their second innings. Currently, the fate of hundreds of surrendered cadres belonging to various outfits lingers in the abyss of darkness due to the non-implementation of ‘Surrender Policy’ followed by societal alienation.

“How many miles do you expect us to walk without ‘support’ and for how many years we can ‘survive’ without any earning source for livelihood,” rued the desperate surrendered youths in unison while interacting with yours truly.

With assistance from our state government, the anticipation of decent living was high but the reality has been painful as we have been deprived of any livelihood packages, they disclosed adding that the societal treatment was also very devastating as they have been treating us as evil outcast forbidding our rights to life and livelihood.

Earlier, the heartfelt assertion of the state government to support the surrendered youths lured many of them to capitulate with or without arms, mercilessly, only to be snubbed later by the government that has evoked qualms and panic amidst the surrendered youths. Meanwhile, the mammoth swell of disappointments, added with the lack of livelihood packages, reportedly, some 50 surrendered cadres has relocated the path they have shunned before.

In our heartless state, it is an open secret – nothing dares to move an inch without ‘political consent’. In such backdrop, reflecting their views, many observers felt that it is due to lack of ‘political will’ that surrender policy is still far away from reality. As a result, the surrendered youths still yearns for dignified existence.

Rumours have it that a certain section of the state government has deliberately evaded the subject of surrender policy with justifications that the surrendered cadres belonging to Naga outfits doesn’t qualify for rehabilitation packages in our state. Moreover, the proclamation that insurgency is the issue of the central government clearly delineates the position of our government and indicates the reason why the issue hasn’t gained any favourable solution yet. The decadal silence has only surfaced new-fangled bedlam depriving the surrendered youths their share of rehabilitation packages and further, preventing any constructive solution to the prevailing problem.

Candidly speaking, the delay in rehabilitating the surrendered youths reveals about the step motherly treatment meted out to the people of Changlang, Tirap and Longding as 95% of the surrendered cadres belong to these ill-fated districts. Amazingly, our government has blindfolded itself from the impact of insurgency that has forever changed the life on the street of these frontier territories. If that wasn’t enough, the deafening silence of the civil society and the local leaders of the distraught districts have minified the probability of any reform initiatives.

According to the sources, in last two decades, hundreds of cadres from various outfits have surrendered with/without arms. From than to till date, without any government aids all of them have struggled to survive in the society that already treats them as an outcast. It is one of the biggest failures of our government and the local society that today; the lives of these surrendered youths are steered by extreme poverty and uncertainties.

The ‘deprivation theory’ which has been dexterously executed by our government has made the surrendered youths - hopeless and haywire regarding their lacerated future. At the very first conversation with the deprived bunch one can easily relate with their profound grief and identify the storm brewing behind their silence. In between the process of surrendering and survival, over the years, alienation and deprivation has only gained momentum accumulating to their stock of misfortunes.

In simple words, our government has neither communicated with the deprived throng nor endeavoured to curtail their livelihood quandaries, not even for the sake of humanity, ridiculing our government’s claim of being the advocate of human rights.  In such circumstances, it only substantiates the premeditated laxities of our government and its reprehensible policy of distancing away from the group of surrendered youths, leisurely ‘killing’ them with the ordeals of life. From the endless list of errors, many consider ‘the deprivation theory’ as inhuman, unforgivable and the most gruesome blunder committed by our government. As a result, some of the misguided youths has quite life, some has relocated to the old profession, some are contemplating a turn back manoeuvre and the remaining has sought refuge in drugs, alcohol and petty crimes.

While interacting, the bevy of deprived youths genuinely felt guilty about their early mistakes and labelled their past as ‘disgraceful’. On the same breath, they also felt trusting the government as a starting point to a ‘graceful’ future and fervently hoped, after all these years of fright and frustration; finally it will yield optimistic fruition.

In point of fact, the patience they have shown, after all they have been through - reimbursing their rigid ‘faith’ will be a logical and prolific conclusion. Their strong faith upon the state government definitely deserves the acknowledgement as it hasn’t been shaken by the storm of sloppiness thrown at them. Fairly, it’s time to reward their ‘trust’ by accruing a new page in their tormented chapter of life.

In conclusion, earning the badge of mistrust or effacing the existing trust, the ball is on the court of our government, whichever alternative they decide, surely enough, it will determine which way the ‘wind of change’ needs to blow, in days to come. Wake up Arunachal

Dear Editor,

As a young bud of this beautiful state Arunachal Pradesh and residing at Mowb-II Itanagar, I am very glad and proud to be a part of it. The beautiful green environment really attracts tourist a lot. But, nowadays the number of tourist visiting our state is really decreasing. Now the day has come when some of the tourist goes back to their place with a bad impression, which is really a shameful thing for us.

The main cause of these things is the undeveloped mind of us. The construction of unplanned buildings, gumtis etc. by encroaching Govt. Quarter areas as well as demolishing them are not the real development. Development includes the developed behaviour of the citizens. Nowadays in the name of election huge violence takes place among people and all political parties are using underage boys for postering and shouting slogan in their favour by providing money and alcohol. Is this a sign of developed state? Or are they the really candidates who are supposed to be our future leaders of the state who will develop the state? In the name of asking votes they stick their posters in the walls of private house. Is this what we call a developed state?

A very recent incident that makes our state more undeveloped was killing of snake along NH-52 inbetween Itanagar Naharlagun road. The poor, harmless, rare and beautiful creature killed with such cruelty and without any reason. Some Good Samaritan put up a board saying, “live and let live”, which is in fact a subtle but a very apt message which hardly anyone bothered about .The snake don’t need any of that attention but to just live in peace and let be with the nature as it is. With these few words of our poor state I would really want people to realize that how poor are we in the name of development. The time is not too far for us when our state will be known as an illiterate and uncivilized state in which all the wild, undeveloped and manner less people live. So, WAKE UP ARUNACHAL!

Hard to accept the explanation

Dear Editor,

To all the beautiful people around who are flooded with colossal amount of information in this esteemed daily carried onto day in and day out. I hope this piece of column is going to stun you all.

In the recently declared A.E (Electrical) result there had been a traumatizing error committed by the very APPSC which has devoured all of my hopes. Let me make it simple and clear by jotting out what exactly happened with me. The written result of A.E (electrical) got declared on March 8 2013 but there was not my roll number on it. I was confident of qualifying in the written exam but it did not happen. As the RTI petition cannot be filed before the declaration of final result as informed by the concerned office, I waited till the final result got declared. Then after its declaration, I filed RTI petition asking for showing all of my answer scripts and award sheets. On 17th April 2013 by around 4 o’clock in the evening I was stunned to find someone else’s answer script on my folder of which the so called Award Sheet (mark sheet) was bearing my name, roll number and marks obtained in those papers (conventional paper-I and paper-II) which was not mine. I could not control my temper and shouted “Arey! How could this happen, the answer scripts are not mine but award sheets bears my name and Roll number”. She (in-charge RTI related matters) showed me the original answer script by turning its pages which she said is actually not her right to show original answer scripts. She did it to confirm if the papers weren’t really mine. I confirmed her that those aren’t mine. Then she too got scared and closed my folder at the quickest move she could and carried it to the secretary sir’s chamber. I waited outside his chamber for half an hour and then they came out. I enquired one of them about the matter as secretary sir had already left the office then he said “those are not your papers, there might have been a mistake while picking your papers, you will get your papers tomorrow, come tomorrow”. I wonder how come miss-picking would results into change in the name and roll number of the award sheet. Next morning by around 10.30 am Xeroxed copy of my 100 pages papers were kept ready. I checked my answer scripts in which I was four marks short in conventional paper-I, needless to mention my total marks obtained was more than that of the three selected candidates, there was six vacancies in mechanical engineering group.

Now the question here is how one can be sure of the award sheet which is just a white paper that can be reprinted again and again and bear no signature of the examiner or evaluator. The award sheet is such that there is space for awarding marks corresponding to the question you attempted, now when somebody other than the examiner on his/her will just put some marks lower or higher than what you actually scored or awarded by the examiner on another sheet of reprinted award sheet, how it can be authenticated that the award sheet has not been. And if there happens to be alteration in award sheet like in my case what is the next step of authentic justification. The answer script too is such that there is not a single mark or comment on it from the evaluator by which one can at least convinced with the miss-picking concept.

Having said all these, another biggest point I want to put is that I am not at all convinced with the way marks have been deducted in my conventional paper-I. Now the interesting point I would be looking at is the way the very APPSC would justify their stand here. I hope all of us would be waiting for their reply and justification. Are we?

The ultimate question I ask myself every time I think about it is “Error! But, why with me? Is my name susceptible to be miss-picked?”

Worrying sign for all of us

Dear Editor,

Recently I have fill up for the post of Assistant Inspector (tax and excise). As an aspiring candidate I hope that recruitment processes will be fair and judicious, and merit will get selected.

But my enthusiasm dwindled and dreams shattered, when I read the letter by one Tamuk Ali on Arunachal times dated 20th April2013. I also came to know from reliable sources that these allegations are quite true. It is always painful to hear about injustice and foul play on the part of interview conducting authorities of any department.

Now, how can we trust the department and officials of Tax and excise Itanagar, when they can afford to neglect the judgment and orders of honorable high court and Supreme Court. If these four people, whose appointments were quashed by high court, are still occupying their post, how come the department advertised these posts?

We also cannot forget the drama created in the last interview by the deptt.of Tax & Excise, conducted for the post of Assistant Inspector (Tax and Excise)in the year 2009. Whereby the govt. of A.P did appointed two consecutive enquiry committees to look into matters of foul play in the recruitment process. Even English paper of one of the candidates was missing. The case in this regard is still under process in the high court.

Lastly, no one knows what happened to the result of written exam for the post of constable conducted on 16th September 2012. Result is yet to be declared by the deptt. Though, seven months have passed. This way the department has left this recruitment process incomplete and confused.

There for the deptt. has lost the faith and confidence of the aspiring candidates. So I do hereby request the  Govt. of A.P and concern authorities that recruitment for AI(tax and excise) maybe entrusted to the apex recruiting agent of the state i.e. APPSC for impartiality and fairness . It would be justice done for all the hardworking candidates.

We have to first change our self

Dear Editor,

Once again Taba Ajum must be congratulated for aptly describing the sorry state of affair in our state through his article ''Panchayat Raj Institution -A boon or bane in Arunachal'' published today. The whole Arunachal shares the anguish of those who got victimized in recent Koloriang incident. It is indeed a grim reminder of the fact that 'power crazy leaders' can easily lure people of grass root level to gain political mileage at will. However the most saddening part is that, the student community and the highly qualified people on whose wisdom, our future Arunachal rests, still need to be awakened. The active role of today’s' educated youths in correcting the myopic vision of the rest is highly demanded. Since leaders are elected at our own will so it would be unwise to fully blame our leaders for the critical phase our state is passing through. Dear conscious citizen please remember that ‘if we want Arunahal Pradesh to be a better state then instead of changing leaders we have to first change our self.'

Fish species at risk

At least 12 per cent of groupers - globally-important food fish species that live on coral and rocky reefs - face extinction, putting the livelihoods of hundreds of thousands of people around the world at risk, finds a report published by the International Union for Conservation of Nature Species Survival Commission's (IUCN SSC) Grouper and Wrasse Specialist Group.

The overall percentage of threatened groupers could be much higher as there is insufficient data for about 30 per cent of the species, according to The IUCN Red List of Threatened Species.

The study points to overfishing and the booming international luxury seafood trade as major threats to the survival of some grouper species, and to the livelihoods of those who depend on them for food and income. Its authors call for urgent conservation and management efforts to prevent further declines of these species.

More than 300,000 tons of groupers - or 90 million individuals - were caught globally in 2009, mostly in Asia, where they are particularly sought-after for the luxury restaurant trade. Groupers are the foundation of the US$ 750 million international live reef fish market centered in Hong Kong and growing in mainland China, where consumers are ready to pay over US$ 200 per kilogram of the species. They are also important food fish in developing countries like Indonesia and the Philippines, where pressure to export reef fish is growing, according to the authors.

Improved management by source countries with priority given to local food security considerations, as well as better monitoring and control of international trade are urgently needed to reduce threats to these species, according to the report.

The study was published in the journal Fish and Fisheries. It is based on data accumulated by experts over a period of 20 years.
